What "support for local governments and the public sector" means

Netsujo designs and implements regional DX and pilot projects together with local governments, universities, and communities. We have participated in the "Chain Up KYOTO" working group since March 10, 2026, taking part in discussion on the social implementation of Web3 and blockchain technology.

On July 2, 2026, we co-hosted the IVS2026 side event "Why Web3.0 Business in Kyoto?" with the Kyoto Prefecture Digital Policy Promotion Division, at the prefectural government's former assembly hall. More than 50 people, including general attendees, took part, with active exchange on using Web3.0 and AI for regional problem-solving and industrial development, building momentum for new innovation in Kyoto.

Can local governments actually make use of Web3/blockchain?
Yes. It is being used at a growing number of domestic and international local governments, particularly in data transparency, digital certification (residence certificates, qualifications), regional currency and point systems, and community-tie initiatives. Netsujo has participated in the "Chain Up KYOTO" working group since March 10, 2026, taking part in discussion on Web3 use in government. On July 2, 2026, we co-hosted the IVS2026 side event "Why Web3.0 Business in Kyoto?" with the Kyoto Prefecture Digital Policy Promotion Division at the prefectural government's former assembly hall, and also pitched to Kyoto Prefecture on the day.
Can you support us from a pilot project through to full adoption and procurement?
We stay with you as the same team, from structuring the concept through designing and running the pilot (PoC), evaluation, and organizing the requirements for full adoption and procurement. Rather than letting things end with a pilot, we focus on leaving material you can use for the next decision.
Can we consult you even if our budget is undecided?
That is fine. You can start with a fixed-price package (such as a pilot design) and scale up in stages according to size. We can also discuss how to proceed given your subsidy or procurement schedule.
Can we make use of subsidies or grants?
Yes. There are several funding sources local governments can use for DX, including the Digital Garden City Nation subsidy, the regional revitalization grant, the regional DX promotion grant, and tourism-related subsidies from the Japan Tourism Agency. We can support drafting the business plan, impact-measurement indicators, and budget estimates needed for a subsidy application, preparing material for internal sign-off, and drafting plain-language explanatory material for assembly or resident briefings.
Can you support internal briefings and building consensus within our organization?
Yes. Because Web3 and blockchain are specialized, we can support you all the way from preparing explanatory material for internal stakeholders and running workshops, through to material needed for a budget request. We place importance on explaining the technology in plain terms.
What kind of track record do you have?
We only list publicly disclosable activity and pilot work — speaking engagements, working-group participation, university lectures, and media coverage. The details of individual engagements are shared depending on the contract and the stage of the project.
What kinds of Web3 use cases exist for local governments?
Domestic examples of local-government Web3 use include: (1) NFT distribution for tourism promotion (proof of visit, building community ties); (2) digital resident certificates and digital citizen ID; (3) tokenizing regional currency and regional points; (4) making relocation and community-tie population visible; and (5) preventing tampering with government records. Advanced pilots are underway in Kyoto Prefecture, Nishikawa Town (Yamagata Prefecture), Yoichi Town (Hokkaido), Suzaka City (Nagano Prefecture), and Fukui Prefecture, among others.
How does a pilot project (PoC) typically proceed?
Typically: (1) clarifying and structuring the problem (2–4 weeks); (2) use-case design and hypothesis-setting; (3) small-scale PoC implementation (1–3 months); (4) impact measurement and evaluation; and (5) the full-adoption decision. It is realistic to start within a limited initial budget, then fold it into the following fiscal year's main budget once the effect is confirmed. We provide end-to-end support for the business plan, PoC design document, impact-measurement plan, and assembly briefing materials needed for the budget request.
